Error 3050 problem opening
the Quantum Project Manager (Last updated 2/12/2022)
If you get a message when opening the program
"Error when linking table in QPMLinkTable", followed by "Could not lock
file" and "The following error has occurred: 3050 With the following
description: Could not lock file.", see below.
Microsoft released some security updates in December 2021 that caused
this. It should now be fixed by just applying all the available Windows
updates. If that does not work, try installing the Windows updates below:

opening the Quantum Project Manager program. The update that
caused the problem is "Security Update for Microsoft Office 2013
(KB5002104)".

Microsoft released another update on 1/11/22 that reintroduced the error 3050
in certain cases when
opening the Quantum Project Manager program. The update that
caused this problem is "Security Update for Microsoft Office 2013
(KB5002124)".

update fixes a remote code execution vulnerability issue for standard UNC
network paths and long file names. However, if the network paths include DFS
namespaces, short file names, or mapped drives, you can get the error 3050
problem. If you do, Microsoft recommends that you install another update
KB5002151 released on 2/1/2022.

You should not have to do any of the steps below. KB2965317
and/or KB5002151 should fix the problem. The following steps are provided only for
completeness and as a last resort.
DO NOT DO THE STEPS BELOW IF YOU ARE NOT
HAVING THIS PROBLEM OR IF INSTALLING THE UPDATE ABOVE RESOLVES THE PROBLEM.
The KB5002104 and/or KB5002124 update can be
removed to resolve the problem by using the instructions below.
To
remove the Microsoft fix that caused the problem (only do if above does not
work): 1. Close out of the Quantum
Project Manager program or any error messages.
2. Open the Windows Control Panel. 3. Click on Programs and Features,
then click “View Installed Updates”. 4. Go to the
section titled “Microsoft Access Runtime 2013” or “Microsoft Office 2013”.
5. Find the entry for “Security Update for Microsoft Office 2013
(KB5002104)” (or KB5002124) and click it to highlight that entry.
6. Click on the Uninstall button at the top of the page to remove this
update (or right click the entry and click uninstall). 7. Open the
Quantum Project Manager program. It should open successfully now. 8. If
you are using any kind of managed services, add KB5002104 and/or KB5002124 to the list of
updates to not install. Or you can temporarily pause your Windows or Office
updates to make sure this update does not get reinstalled. Then when there
is a permanent fix, you can resume the normal updates. Check this page for
the latest information on this situation.
To temporarily pause Windows Updates (if needed): 1. Click the Windows Start
button, then click Settings. 2. Click Update & Security, then click
"Windows Update". 3. Scroll down and click "Pause Updates for 7 Days".
